Car Living in Santa Barbara
Santa Barbara doesn't just tolerate homeless who have no place to go other than their car, they try to help the homeless out.
The 5-year-old program, administered by New Beginnings Counseling Center, is one of a few across the United States. It is being considered as a model by neighborhood groups in the increasingly costly Venice neighborhood of Los Angeles, where parking on congested blocks has been made even tougher by an influx of street campers.
